                         ASSOCIATION BY-LAWS

MISSION STATEMENT

The primary focuses of The Delaware County Veterans Association, (DCVA), aka: Delaware Joint Veterans Association, is to provide Military Services for deceased veterans whose final resting place is in Delaware County, Ohio. Honor Guard services will include a Flag Presentation, Eulogy, Rifle Salute, and Taps.

ARTICLE I-MEMBERSHIP

Section 1. Membership in the DCVA is open to all area veterans who have served our country in any service branch and were not discharged under dishonorable conditions. (Subject to Section 5)


Section 2. The government and management of the DCVA are entrusted to an Executive Committee. The Executive Committee shall consist of the Elected Officers.  No elected or appointed member of the group will receive any salary or compensation for serving the DCVA, however if funds are available re-imbursement for mileage to funerals may be paid.


Section 3. The election of officers shall be held at the annual meeting of the DCVA, in March, and shall serve for one year.


Section 4. All vacancies existing in the Executive Committee, or any office of the group from any cause other than the expiration of the term, shall be filled by a majority vote of the remaining members of the committee, and the person appointed shall hold office for the unexpired term of the member of the committee or officer whom he/her succeeds. A vacancy shall exist when a member or officer is absent without due cause from his/her duties for a continuous period considered detrimental to the interest of the group by the Executive Committee.


Section 5. Any member whose conduct and actions has been determined by the Executive Committee to dishonor the DCVA in any way shall be permanently barred from serving as a member of the DCVA.


Section 6. All services of the DCVA will be free of charge; however donations will be accepted, and used toward cost of equipment and uniforms.

ARTICLE II-OFFICER DUTIES

Section 1. Duties of Officers

COMMANDER: It shall be the duty of the commander to preside at all meetings of the group and Executive Committee and to have general supervision over the business and affairs of the group, and such officer shall be the chief executive officer of the group. The Commander shall approve all orders directing the disbursement of funds and is authorized to sign checks for the same. The Commander will approve all other commitments or activities of the group.


1st VICE-COMMANDER: The 1st Vice-Commander shall assume and discharge the duties of the office of Commander in the absence or disability of the Commander, or when called upon by the Commander.


2nd VICE-COMMANDER: The 2nd Vice-Commander shall assume and discharge the duties of the office of Commander in the absence or disability of both the Commander and 1st Vice-Commander, or when called upon by the Commander.


HONOR GUARD CAPTAIN: The Captain of the Honor Guard will be responsible for arrangements for DCVA services for deceased veterans and shall contact the members necessary to meet the requirements.


FINANCIAL OFFICER. The financial officer will maintain a checking/savings account in a local bank, and is authorized to sign checks. He/her is responsible for maintaining all financial records and reporting on activity at all meetings, as well as receiving all funds of the group and disbursing the same upon approval of the Executive Committee.


HONOR GUARD LIEUTENANT: The Honor Guard Lieutenant will be responsible for assisting the Honor Guard Captain in contacting the members required to conduct the military services for a deceased veteran. If the Honor Guard Captain is unavailable to perform his/her duties the Honor Guard Lieutenant shall assume these duties until such time as the Honor Guard Captain is available.


SECRETARY: The Secretary is responsible for maintaining a record of the minutes of all meetings of the Executive Committee as well as meetings of the group.  In his/her absence the Commander will appoint another member to fill in for him/her until he/she is able to perform his/her duties.


  CHAPLAIN: The Chaplain will open and close each meeting with a non-sectarian prayer. The Chaplain will also assist at the Military Services of a deceased veteran in the absence of a member of the clergy. If unable to perform his duties the Commander will ask a member to fill in his duties.


NOTE: Any officer, other than Commander may hold two officer positions simultaneously if so elected or appointed.

ARTICLE III-MEETINGS

Section 1. Meetings of the group will be held quarterly, on the first Thursday of the month at a location determined by the Commander and announced one week prior to the meeting. Special meetings can be called by the Executive Committee if deemed necessary. Meetings can be cancelled or postponed by the Commander or Executive Committee due to weather or member commitments. A minimum of three officers and three members shall be present to conduct business.

ARTICLE IV-RULES OF ORDER

Section 1. All proceedings of this group shall be conducted under and pursuant to Roberts’ Rules of Order, except as herein otherwise provided.

ARTICLE V-NOTICES

Section 1. Every member shall furnish the Honor Guard Captain and Secretary with an address, phone number, and/or an e-mail address for contact.


Section 2. The Commander or Secretary shall cause notice of the annual election to be given at least one week prior thereto.

ARTICLE VI-ACTIVITIES

Occasionally the DCVA will be asked to appear at local functions to serve as Color Guards or in Parades. These activities must be non-political in nature and have prior approval by the Executive Committee.

ARTICLE VII-AMENDMENTS

Section 1. These By-laws may be amended at any regular meeting by a vote of two-thirds of the members attending such meeting, providing the proposed amendment(s) shall have been submitted in writing to all members of record 10 days prior to the regular meeting.
